Children’s Benefits Access Guide

Published by the Disability Rights Legal Center and L.A. Care Health Plan, the guide sets out the health care and related benefits available under Medi-Cal and other governmental programs to children with disabilities, and analyzes agency’s responsibility to coordinate, provide and pay for services for eligible children with disabilities.

Department of Developmental Services (DDS)

Early Start Program

The Early Start Program is for children ages 0-36 months who have a developmental disability or who may be at risk for developing a disability. Their publications include guides for families, the rights of parents, family resource centers, and a new publication called Reasons for Concern a brochure that was developed to facilitate finding and identifying infants and toddlers who may benefit from early intervention services and for encouraging appropriate referrals to Early Start.

Disability Rights California

Disability Rights California is a nonprofit that works with people with disabilities to protect, advocate for, and advance human and legal rights. Their publications address issues such as advocacy, health benefits, housing, immigration, transportation, and several others.

  • California Department of Developmental Services
    • Establishment of The Office of the Ombudsperson – The Department of Developmental Services (Department) received funding through the 2022 Budget Act to establish an Office of the Ombudsperson to assist individuals and/or their families who are applying for or receiving regional center services regarding the Lanterman Developmental Disabilities Services Act. Beginning December 1, 2022, this new Office will be available to provide information, facilitate resolutions to disagreements and complaints, make recommendations to the Department, and compile and report data.
