طرح قرار دادن جامعه (CPP) و طرح توسعه منابع جامعه (CRDP) توسط دپارتمان خدمات توسعه (DDS) برای مراکز منطقه ای به عنوان ابزاری برای افزایش ظرفیت سیستم ارائه خدمات اجتماعی، کاهش اتکا به استفاده از مرکز رشد و سایر محیط های زندگی محدود کننده، و اطمینان حاصل شود که افراد دارای ناتوانی های ذهنی و رشدی در کمترین محدودیت، متناسب با نیازهای خود زندگی می کنند. از طریق CPP و CRDP، DDS بودجه ای را به مراکز منطقه ای برای توسعه انواع منابع مبتنی بر جامعه که برای رفع نیازهای خدمات و حمایت های افراد ساکن در جامعه طراحی شده اند، بر اساس بخش های کد رفاه و مؤسسات 4418.25 و 4679 ارائه می کند. الف).

Start-up Funds: $250,000

Service provider for 4-bed (2 ambulatory, 2 non-ambulatory) Community Care Licensed EBSH for adult individuals with intellectual disability and/or severe behavioral needs needing community placement or deflection from Porterville Developmental Center, Canyon Springs, IMDs, or other restrictive setting.

Service provider for a 4-bed (2 ambulatory, 2 non- ambulatory) Adult Residential Facility (ARF) Level 7, with Delayed Egress (formerly known as Specialized Residential Facility – SRF) to serve individuals with developmental disabilities, substance abuse and mental health service needs who require a structured, licensed setting while working towards transition to a less restrictive residential setting.

Service Provider for Adaptive Skills Training for Children
Start-up Funds: $30,000
This service will provide ongoing Socialization and Safety Training for youth and young adults with intellectual disability and/or severe behavioral needs residing in an Enhanced Behavioral Supports Home (EBSH), licensed residential facility, or who are at risk of placement in a licensed setting. Services will be provided outside of school hours.

Emergency Short-Term Shelter Services
Start-up Funds $60,000
Program to provide short-term (approximately 3–5 days) emergency shelter services to support clients who must be displaced during disasters at two (2) existing Community Care Licensed facilities—one in the San Fernando Valley, and the other in the Antelope Valley.

Development of new or expansion of existing Housing Access Services businesses resulting in the establishment of local, regional Housing Access Services that will utilize the On My Own Roommate Matching app. Joint project with Tri-Counties Regional Center.
