The mission of ARCA is to promote, support, and advance regional centers in achieving the intent and mandate of the Lanterman Developmental Disabilities Services Act in providing community-based services that enable individuals with developmental disabilities to achieve their full potential and highest level of self-sufficiency.

The Association functions as a leader and advocate in promoting the continuing entitlement of individuals with developmental disabilities to all services that enable full community inclusion. The Association also participates in the development of public legislative policy and serves as a focal point for communication, education, training, and prevention services.

The California Department of Developmental Services (DDS) works to ensure Californians with developmental disabilities have the opportunity to make choices and lead independent, productive lives as members of their communities in the least restrictive setting possible.

Disability Rights California (DRC) is the agency designated under federal law to protect and advocate for the rights of Californians with disabilities. DRC work in litigation, legal representation, advocacy services, investigations, public policy, and provide information, advice, referral, and community outreach. For more than 40 years, DRC has worked to advance the rights of Californians with disabilities in education, employment, independence, health, and safety, and has grown into the largest disability rights organization in the nation.

The State Council on Developmental Disabilities (SCDD) is established by state and federal law as an independent state agency to ensure that people with developmental disabilities and their families receive the services and supports they need.

Consumers know best what supports and services they need to live independently and to actively participate in their communities. Through advocacy, capacity building and systemic change, SCDD works to achieve a consumer and family-based system of individualized services, supports, and other assistance.

The Early Start (ES) program is California’s early intervention program for infants and toddlers with developmental delays or at risk for having a developmental disability and their families. Early Start services are available statewide and are provided in a coordinated, family-centered system.
