Regional Center Funding

North Los Angeles Country Regional Center (NLACRC), like all regional centers, is funded by the state of California, specifically through the State Department of Developmental Services (DDS). NLACRC is a private-nonprofit corporation which operates under an annual contract with the DDS. All of the regional center funds come from your tax dollars.

The money NLACRC receives from the DDS is called a contract allocation or budget. NLACRC receives the preliminary allocation of the budget in July and then receives periodic amendments to the budget throughout the year. The budget has two “pots” of money:

  1. Operations, which pays for operating the regional center (employee salaries, benefits and operating expenses)
  2. Purchase of Service (POS) which pays for services and support bought for eligible consumers.

The Parental Fee Program was repealed effective July 1, 2025. As a result, families no longer will be assessed or charged fees under the Parental Fee Program for eligible 24-hour out-of-home care services provided on or after July 1, 2025.

Reporting
There no longer is a requirement for regional centers to submit a monthly report to the Department listing new placements, terminated cases, and client deaths.

Collection Activities
The Department will continue monthly billing and collection efforts for outstanding and past due parental fees incurred up to and through June 30, 2025, consistent with the law through that date. The Department’s Parental Fee Program staff may contact regional centers for information about families, as needed.

Audit Activities
For time periods after June 30, 2025, requirements related to the Parental Fee Program will no longer be part of the Department’s Regional Center biennial audit protocol.
